Physical and digital credentials coexist thanks to smooth transition capacity and identity system interoperability
Challenge
Facilitate secure and efficient data exchange across silos
Under a broader programme to digitise principal paper-based federal documents, the Department of Homeland Security (DHS) – Silicon Valley Innovation Program (SVIP) brought together siloed government agencies to decide how the exchange of harmonised data could help the development of the Digital Permanent Residence “Green Card” and ensure that the digital credential is a secure, effective and long-lasting replacement for the paper original.

Guarantee privacy and compliance anytime, anywhere
The project demonstrated the feasibility of issuing identity data based on common standards that enable the secure exchange of data between multiple US government agencies. It showed how data could be verified both online and offline (in the event of connectivity problems) by an issuer (government), by a controller (such as immigration services) or by a citizen, using a smartphone and guaranteeing both privacy and compliance.

Complementary physical and digital solutions help governments make a seamless transition to providing the public with digital access to essential services. Credible solutions enable credential issuers to manage and verify the secure digital equivalent to today’s physical credentials, without requiring issuers to reengineer current processes and systems.
