New Contract Massachusetts Excise Tax Collections

SICPA Awarded New Contract to Provide Massachusetts with SICPATRACE® Tax Stamp Solution to Protect Close to $600M in Annual Tobacco Excise Tax Collections

SICPA, a global leader in authentication, revenue realization, and secure traceability solutions, announced that it has been awarded a new contract to provide its leading SICPATRACE® excise tax solution to protect cigarette excise tax collections in the Commonwealth of Massachusetts. The new contract builds on nearly a decade of successful partnership between the Commonwealth’s Department of Revenue (DOR) and SICPA, which has provided encrypted tax stamps, traceability, MSA fund protection and enforcement management, and related services to Massachusetts since 2009. 

 

SICPATRACE®’s unique anti-counterfeiting capabilities gives regulators in Massachusetts the tools to accurately track cigarette sales and annually collect close to $600 million in excise tax revenue and more than $240 million in associated Master Settlement Agreement (MSA) payments. In addition, the system architecture surrounding the secure tax stamps—and SICPA’s proactive approach to service and support—helps ensure seamless implementation and ease of use for regulators and taxpayers. 

 

Under the new contract, SICPA will build upon its secure, comprehensive excise tax stamp solution, including tax stamp production, ordering and fulfillment, data management system and reporting targeting the realization of the Department’s mission for compliance and tax collection. In addition, SICPA will continue to integrate its data feeds with some of the Commonwealth’s strategic partners including GenTax® Integrated Tax Solution (Genisys) and secure technical architecture components.

As part of the new contract, SICPA will introduce enhanced field authentication tools that allow for greater data capture and verification capability; the SICPA HORIZON inspection platform, which allows inspectors to access information on licensees being inspected from anywhere and record data in real time; and expanded data visibility that enables regulators to more easily draw actionable insight from collected data.
